Background
Initiated by leaders in education
In 2004, Malcolm Millar, Regional Director, Department of Education and Training, and Kerry Cox, the Vice Chancellor of the University of Ballarat, discussed their concerns over the significant number of young people not completing Year 12 or an equivalent qualification in the Grampians Region. They were concerned because this level of education and training is the acknowledged minimum level required to actively participate in life and work in the 21st century.

GEP Membership 2010
The Grampians Education Partnership committee met on a monthly basis until late 2007 when it was decided to change the schedule and to meet on a bimonthly basis. In 2010, there has been another change to the meeting schedule - four face-to-face meetings (one per term) will be combined with three shorter video conference meetings in between these. Current Initiatives
A Communication Strategy
Background
In 2008 in developing its future directions, the GEP identified the need for a Communication Strategy. Schools, TAFE, RTOs and LGAs were identified as the priority groups to be included in the Communication Strategy.
The strategy provides the scope to address each of these groups, but places more emphasis on raising awareness of the local implications and achievements of the Youth Options Guarantee amongst LGAs and MoU signatories within LLENs and on deepening the awareness and understanding within schools.
Objectives
- To increase the general levels of awareness of, and understanding of the nature of, the Youth Options Guarantee in all partners
- To assist in deepening the understanding of the Youth Options Guarantee in schools
- To develop an awareness of the effect of the Youth Options Guarantee arrangements and initiatives, especially in Local Government and MoU Partners.
Elements
Element 1 - Publication of Annual Reports
Three separate annual reports will be required to reflect the interests of the different target groups and the format for the reports would be prepared by the Grampians Education Partnership Executive Officer.

Element 2 - Presentations to Local Government
These presentations will be dependent on invitations from individual LGAs.
Presentations to each Local Council and / or management group would be developed around the same set of questions as covered by the publication and orientated to the local context. Apart from being of value in raising Councillors' and key Council managers' awareness of the Youth Options Guarantee, it will assist LGAs meet their commitment within the MoU, namely
- to brief managers about the Youth Options Guarantee initiative to raise their awareness of this initiative, and to gain support for it where the initiative has links with the work of their staff.
- to provide feedback from LGA managers to the LLEN of any support they are able to provide for the Youth Options Guarantee initiative.
- to inform the community of the Youth Options Guarantee and the need for this initiative through regular communications to LGA ratepayers
